Rick Caruso unveils ‘Small Business Bill of Rights’ as LA mayoral race approaches in recent weeks

SHERMAN OAKS, LOS ANGELES (KABC) — Los Angeles mayoral candidate Rick Caruso on Tuesday unveiled his plan to help small businesses that he says have been hurt not only by the pandemic but also by crime and homelessness.

Caruso said he started out as a small business owner and has small businesses on his properties that he’s growing.

“We didn’t have the crime problem that we had today,” Caruso said at a campaign rally in Sherman Oaks. “We didn’t have the homelessness problem that we have today. And we weren’t as over-regulated as we are today. I have many small businesses on our properties that we have to help just to get home. You almost literally have to hire a lobbyist to navigate the regulations in the city of LA. Sometimes opening a business requires 10 different levels of approval from 10 different commissions or departments.”

Caruso was backed by business owners who complained that they had to hire security guards to protect their employees and customers, rather than putting that money back into the business. Regarding homelessness, Caruso said housing 30,000 people in his first year as mayor would make it easier for them to receive services that lead to permanent homes.

“It’s about putting people in bed, building trust, treating them with dignity and humanity, and then providing the services they need,” Caruso said. “Psychiatric care. Drug addiction care. The way I see it, treat the homeless person as if they were one of you.”

But in an interview with ABC7 on Monday, Caruso’s opponent Karen Bass said the developer’s plan wasn’t enough to end homelessness once and for all.

“His plan reflects more of that,” Bass said. “He wants to put 30,000 people in shelters. And I’m still trying to figure out what a ‘sleeping pod’ is. I do not know what that is. But what I do know is that people are out on the streets today because they feel that shelters are not safe. So it will be interesting to see what his plan is for that. My plan is to get people off the streets and into apartments. I’m about to fall back into homelessness.”
