Chinese companies are providing non-lethal military aid and economic assistance that falters in evading sanctions on a large scale, sources familiar with the situation told CBS News. US officials see this as a significantly scaled-down version of the Chinese government’s original plan at the start of the war in Ukraine, which was to sell deadly weapons systems for Russia’s use on the battlefield. Bloomberg was the first to report that the US had raised such concerns with the Chinese.

The US continues to see “worrying” activities by Chinese companies, but it is unclear what elements the Chinese government is aware of, the sources said. The US has been closely monitoring the situation between China and Russia since Russia invaded Ukraine almost a year ago. The US plans to continue communicating with China the implications of material support for Russia’s war against Ukraine. The sources could not share how China was responding to the concerns raised by the US and could not provide details on the type of equipment Chinese companies have been selling to Russia.

President Biden has called China the “greatest challenge to the international order” and has voiced his criticism of China’s stance on Russia.

Although Mr. Biden and Chinese President Xi Jinping have met in person and virtually many times, November marked their meeting first personal meeting since Mr. Biden became president two years ago.
