When is Biden’s State of the Union address?

WASHINGTON – Look for new faces and fresh political momentum President Joe Biden is delivering this year’s State of the Union address, combined with drawing attention to some old issues that recent events have brought back into focus.

The president will face a joint session of Congress Tuesday night for the first time since voters handed control of the House of Representatives to Republicans in the midterm elections. Biden, like previous presidents, will argue that the nation is strong and that better days are ahead. But he finds himself in choppy waters as he surpasses half his tenure.

After a string of legislative victories in the first two years of Biden’s tenure, Republicans are looking to reverse some of his early victories. Recent mass shootings and a police killing in Memphis, Tennessee have brought gun violence and excessive police violence back into focus. And on the foreign policy front, Biden faces the daunting task of uniting a Western alliance – and the American electorate – behind Ukraine in their defense efforts Russia’s ongoing invasion. He also looks at the aftermath of the US shooting down of a suspected Chinese spy balloon hovering over the US last week. To top it all a Special Counsel identified how classified information from Biden’s days as vice president and senator ended up in his home and former office in Delaware.

Some things to watch out for on Tuesday night:

The speech is scheduled for Tuesday at 9 p.m. EST.

It is broadcast by the major networks and cable TV channels.

The AP will Livestream the speech on APNews.com. The White House plans to stream it on his website, and make it available on his YouTube, Facebook, and Twitter pages. Live coverage is also provided by C-SPAN, C-SPAN Radio and C-SPAN.org. NPR will stream the speech on its npr.org website and app, in addition to offering live coverage to its member radio stations.

State of the Union addresses are an annual event for the President.

This year, it will be new GOP House Speaker Kevin McCarthy who will wave the gavel and this time sit behind Biden on the podium, rather than Democrat Nancy Pelosi. Watch the body language between the two — and how Republican lawmakers are treating Biden overall after some harsh GOP outbursts from the audience last year.

The President and new Speaker recently had one productive first sit down but are at a dead end above the nation’s borrowing limit. Republicans have refused to raise the statutory debt limit unless Biden accepts federal spending cuts. Biden said raising the cap is non-negotiable and that Congress must foot the nation’s bills or the country faces economic disaster.

The Democratic President said last week McCarthy did “absolutely off the wall” Obligations to gain speakership. Biden’s rhetorical jabs might not be as sharp in the formal address, but look for him to argue more subtly that there’s a huge divide between his and Republicans’ ways of tackling the economy, health care and Social Security.

The parents of Tire Nichols, who was badly beaten by police officers in Memphis and later died, are expected to be in the audience for Biden’s speech. So did Brandon Tsay, who disarmed the gunman who shot and killed 11 people in Monterey Park, California last month, along with others who had substituted in the recent mass shootings.

There will be many new faces in the crowd when Biden addresses the nation. The nation has had a new Supreme Court Justice since the address last year Ketanji Brown Jackson, and in recent years judges have tended to attend speeches by the President who nominated them. There are also new lawmakers from both parties. Among those that draw outsized attention: MP George Santosthe New York Republican who has been in the spotlight for flourishes and lies about his education, work experience, and other aspects of his personal and professional life.

Look for Biden to talk about his decision to have the military shoot down a suspected Chinese surveillance balloon on Saturday, but how tough will he be against China?

His comments on the balloon will form part of a broader section on countering China’s more assertive economic and military actions around the world.

Biden has repeatedly said the US is determined to help Ukraine “as long as it lasts” push back Russia. The United States has already committed nearly $30 billion in security assistance since the beginning of the war.

Polls show Americans rremain broadly supportive of supporting Ukraine in its attempt to ward off Russia. However, government officials have made it clear to Ukraine that Congress’s patience with the costs of the war is not endless.

Watch as Biden highlights that because of the generosity of the US and its allies, Ukraine has been able to stay in the fight with a more formidable Russian military. He will also try to explain why Americans must continue to fight for a war that goes far beyond Europe.

Will Biden address it? Unlikely.

After criticizing his predecessor, Republican President Donald Trump, for sticking with it classified documents Post-presidency, Biden is now in the midst of a special investigator investigation into classified documents found in his home and former offices.

The White House makes it important to distinguish between Biden’s willingness to surrender documents and the behavior of Trump, who refused to release hundreds of documents and prompted the FBI to search his home.

Biden is likely to stay away from the controversy in his speech, as previous presidents have avoided mentioning what got them into trouble.

Biden is expected to announce he’s running for re-election sometime this spring, but there is one growing sentiment among voters that he should hold on to one term. Will Biden address the issue of re-election head-on? Probably not. But his speech could well be framed as an argument for another four years of a Biden White House. And millions of viewers will judge not just Biden’s words but his performance as they weigh up whether that’s a good idea.

The new governor of Arkansas Sarah Huckabee Sanders will deliver Republican response to Biden’s address.

Sanders gained a foothold on hot cultural issues in schools in the early days of her tenure, issuing executive orders aimed at teaching critical race theory in Arkansas schools and expressing her support for the legislation Ban on teaching about sexual orientation and gender identity in kindergarten through third grade.

Don’t expect her to hold back on the national stage when she argues that Democrats have lost touch with mainstream American values.
